Edit: Some information has surfaced that Minty suffered from cancerous growths that were treated at significant expense and kept under control. Apparently several staff members left Reef HQ and in the process Minty's treatment was discontinued due to it being reviewed as "too expensive". Of course, this is just from word of mouth, there may or may not be any truth to this explanation.
